These issues could be due to worn or dirty spark plugs, a fuel-rich or fuel-lean engine, or a blocked engine air filter. Clogged fuel injectors can also cause this issue. The fuel injectors spray fuel into the intake manifold to mix with the air. The injectors can become clogged with sediment from the fuel or dirt, reducing the amount of fuel in the engine and causing the limited available fuel to burn poorly.
